In the Wakasa region, you’ll need to take down a group of pirates to make the shores safe for the inhabitants. This guide will show you how to track down all the pirates you’ll need to assassinate.

How to start The Pirate Alliance
There are two ways you can start this quest. You can make progress with the Shinbakufu Order by assassinating The Fox and the quest will be added to your objectives. You’ll also get a list of names for the pirates for the quest.
If you haven’t made progress with The Fox just yet, you can read a board in Tsuruga south of Sotomo Gate in northwest Wakasa. Reading this board will also grant you the quest The Pirate Alliance.
Where to find all Pirates
There are five targets on your board when you start this quest. You have to take care of all of them and then return to Shido.
Sen
Your first target is a former pirate turned fisherman atoning for his past. He’s located in Yura Fishing Village in North Tamba. You can choose to spare him or kill him, it doesn’t make a difference later on in the quest.
Little Kappa
Little Kappa is located in Maizuru’s Lair in Wakasa’s Shattered Coast. He’s a tall, beefy guy with armor and eight health bar segments. To make matters worse, he wields a kanabō.
Lopo Cruz
Lopo Cruz is found is found on a boat at the north side of Nariu’s Lair. This is north of Shattered Coast and west of Obama.
Kage
Kage is very easy to find as he’s in a boat west of Obama’s Port. Watch out for the nearby ships filled with pirates. It would be best to take out the bow-wielding pirates before taking on Kage.
Oni-yuri
This one is a bit more esoteric as this target doesn’t even appear on the circle until you start the quest Sweet Lies. You can start Sweet Lies by talking to a girl in purple east of Tsuruga Sea Port.
Complete Sweet Lies to start the quest Sweet Revenge, and you’ll gain the option to recruit or assassinate Oni-yuri. Either option will work for progressing The Pirate Alliance.
Return to Shido
After dealing with the Pirate Alliance, return to Shido the Biwa Master at Saifukuji Temple. This temple is in north Wakasa, west of Tsuruga. After talking to him, you’ll gain Shido as a scout and get a poem made by Takeda Motoaki.

Takeda Motoaki’s Treasure
What’s a pirate adventure without a treasure hunt? The poem made by Takeda Motoaki’s treasure points out that there’s a treasure within Koromodako Cave. This cave is found west of the Shattered Coast and can be easy to miss.
You’ll be greeted by a Biwa player once you reach the cave. Go inside, dive underneath the pool, then swim up to the treasure on the other side. Inside you’ll find Fujin’s Tempest Amulet for Yasuke, which mirrors the Fujin’s Tempest Trinket for Naoe.
