How to complete Echoes of the Storm in Ghost of Yotei. You have to sneak around Matsumae Castle and work with Jubei to capture The Dragon of the Yotei Six.

How to start Echoes of the Storm
You can start Echoes of the Storm after reaching Oshima Coast for the first time. Go to Benten Port to meet a Matsumae soldier that will lead you to Jubei.
Speak with Jubei
The Matsumae Soldier will lead you to the Matsumae Residences where you can find Jubei. Remember this area as you’ll come back here numerous times. You’ll find Jubei and Kiku working on a flower arrangement.
Spending time with Kiku
This part is fairly straightforward as you’ll need to pick flowers with Kiku and build an arrangement with two flowers of your choice.
After making your arrangement, Kiku will take you to meet a friend of hers. Follow her to the castle and she’ll introduce you to her horse, Aguri.
Continue following Kiku to start a cutscene of refugees being denied medicine. Kiku wants to get them medicine, and she’s going to bring you along to the Matsumae Armory to steal some.
Reach the Matsumae Armory
Follow Kiku up the scaffolding leading up to the castle. When you jump through the window into a small building, loot the yellow chest to the right.
When you hide behind the wooden planks, you’ll need to observe the area. Look at the armory to the left, the soldiers ahead of you, and the brazier to the right.
Through the power of deception, Kiku will talk the soldiers into going away to prevent an unnecessary fire. Use your grappling hook on the suspended rope above you to climb up the scaffolding.
Do this process again with the other suspended to reach the roof of the gate, jump down, and pull Kuki up.
Traverse the Outside Walls of the Castle
Boost Kiku up the ledge and look to the left for a gap in the bamboo scaffolding. Squeeze through and use your grappling hook to get across the walls.
You can talk to Kiku through the windows. Keep going ahead until you reach a dead end. Climb down the white part of the ledge and continue climbing across the wall.
Steal the Medicine
Kiku will unlock the armory door to let you inside. Loot everything inside and you’ll find the medicine up the latter.
When you exit, you’ll be confronted by Matsumae soldiers. Play along and let Kiku do the talking. Follow the Matsumae solder to the map room where you’ll find Jubei and Commander Wada.
Pursue The Dragon
The Dragon is located at a lighthouse at the harbor. Follow Jubei to his men outside the lighthouse to prepare for the attack. Boost Jubei up the ledge to oversee the Dragon’s forces.
Survey the area with your spyglass and focus on the warship ahead of you, and the executions to your left.
Focus on the Rooftop Gunners and Bo-Hiya Gunners
When the attack begins, look for any gunners on the rooftops. Take them down as they’ll be an annoying threat throughout the fight.
Your next targets should be the brutes with the bo-hiya. When they and the other gunners are dead, you can more comfortably take on the melee soldiers without fear of getting hit by firearms.
Weave your way to the Firing Line
After defeating the enemies in the first area, a cutscene will start where you charge closer to the lighthouse. This area is exceptionally dangerous due to the firing lines that can decimate you in a single volley.
When you’re able to move, go to the left to avoid the explosives and seek cover immediately. Only move between cover between their volleys.
Don’t concern yourself with defeating the gunners just yet. All you need to do is get close enough to them that the Matsumae push forward and break their formation.
Once the firing line is broken, defeat the enemies in your immediate vicinity but don’t go too far ahead as there’s another firing line near the lighthouse.
Continue this pattern of weaving forward and behind cover between the next firing line’s volleys. When you get too close, they’ll draw their swords and become far easier to take down.
Find The Dragon at the Lighthouse
After defeating the Dragon’s soldiers outside the lighthouse, you need to open the gate ahead and find the Dragon inside. The moment the gate is open, dodge the shot he takes at you.
Chase him up the burning lighthouse and a cutscene will start. Unfortunately the Dragon will escape, but some progress is better than no progress. You’ll just have to find another way to get to him.
