This guide will show you what the Arbiter’s set looks like, what unique benefits it provides, and how to get it in The Blood of Dawnwalker!
Appearance
The Arbiter’s set features a combination of black, blood red, and navy blue, with gold accents. The torso is protected by scale armor, but the arms are asymmetrical.
The right arm is covered in a red and gold pauldron while the left arm is exposed for witchcraft purposes. The knees are protected by rudimentary plate, and the boots are made of leather.
This set is worn by Coen across all promotional material and is what he’s wearing on the start menu svreen.
Stats
The Enhanced Arbiter’s set consists of 7 legendary pieces. The entire set is classified as Heavy Armour, so you’ll need to dedicate 6 Skill Points and 5 hours to get the full benefit of its protection.
The set itself emphasizes the duality of the Dawnwalker, with most pieces offering perks that improve traits for both Witchcraft and Vampirism.
This mixed affinity makes the Enhanced Arbiter’s set the best in the game if you don’t care about maintaining separate loadouts for day and night.
However, since some perks on each piece will be useless for at least some of part of the day, this set is decidedly worse than using dedicated sets for day and night.
If you want to mix and match individual pieces, the Bracers and Ring are focused heavily on Vampirism while the Boots and Trousers improve Witchcraft.
Acquisition
Obtanining the Enhanced Arbiter’s set is an involved process. The armor pieces must be crafted with the help of the Uriashi blacksmith in the Briar Slough’s of Ambrus’s Fiefdom.
Each armor piece requires a unique material, the sword has a dedicated quest, and the accessories are loot from specific places.
You can craft each piece of the armor individually, and it will be purple quality, but once you get all 4 pieces crafted, you can do a ritual to enhance it to gold quality. The ritual requires you to defeat some apparitions including a bear.
Silver Sword of St. Mihai and Uriashi Blacksmith
To craft each piece of the Arbiter’s set and the Silver Sword of St. Mihai, you’ll need to enlist the help of a specific Uriashi blacksmith at the tree line in the mountains west of the Briar Sloughs in Ambrus’s Fiefdom.
Holy Relic
A holy relic is required to craft the Armour of the Arbiter. There are multiple amulets that qualify as holy relics, but those all have nice stats or are worth more money.
All qualifying holy relics include:
- St. Tyna’s Tibia (green trade good)
- The Relic of St. Tyna (purple amulet)
- The Lost Saint’s Relic (blue amulet)
- The Relic of St. Dasius (gold relic)
- The Relic of St. Tobias (blue trade good)
It’s best to use the Saint’s Tibia, which is just a green trade good you can loot from a corpse under the bridge connecting the library to the infirmary at St. Tyna’s Convent.
Large Lizard’s Moult
The Large Lizard’s Moult is required to craft the Bracers of the Arbiter. You can find it in a cave south of Vera’s Hut (Witchcraft vendor) and the ritual site in the Briar Sloughs of Ambrus’s Fiefdom.
Flask of Quicksilver
The Flask of Quicksilver is required to craft the Shin Guards of the Arbiter. You can grab the flask from a table on the top floor of the Silts Tower in Xanthe’s Fiefdom after defeating Aurelius and completing the quest “Home Sweet Home”.
Silk Threads
The Silk Threads are required to craft the Boots of the Arbiter. You can find a spool of Silk Threads in a cave accessible during and after you complete the Sanzhani quest “Come Hither” due south of Greifberg Castle in Xanthe’s Feifdom.
The sanzhani quests, including “Come Hither”, don’t unlock until you’ve completed the introductory one called “Good Home”, which begins with some magic mushrooms on the west edge of Svartrau Outskirts.
You can also buy them from a vendor that unlocks in the Yawning Burrow after completing a different sanzhani quest, but why do that?
Arbiter’s Ring
You can loot the Arbiter’s Ring from a literal nest in the Kobolds’s Nest at the southern edge of the Tantari Woods in Xanthe’s Fiefdom.
Arbiter’s Medallion
You can loot the Arbiter’s Medallion from a skeleton in the one and only waterfall cave in Vale Sangora. It’s near the big bridge northwest of Svartrau Outskirts along with the Manumits’s stash of silver.
This is the reward for deciphering the Mysterious Instructions using the “Life of St. [Name]” found at each of the Manumits’ Caches throughout Svartrau.
Combining the words into a sentence from the Mysterious Instruction gives you the phrase “north of Svartrau into the waterfall by great bridge”.
