Naval Contracts in Assassin’s Creed Black Flag Resynced are Side Quests you can accept to earn some money and Ship Vanity items.
What are Naval Contracts?
Naval Contracts are Side Quests you can accept from NPCs in different towns. All of these contractors work for Milo van der Graaff, a shifty Dutch merchant you meet early in the game. For all of these contracts, you’ll be given a Main Objective and in some cases a Bonus Objective.

You’ll have to engage in Naval Combat to complete a Naval Contract. While they can be completed the moment you unlock the Jackdaw, we recommend that you upgrade your ship before taking on the more difficult contracts.
Naval Contracts started appearing in Assassin’s Creed 3 and made their last appearance in Assassin’s Creed Odyssey.
How to Unlock and Complete Naval Contracts?
There are 15 Naval Contracts in total. 10 of them will be given to you by NPCs near Harbourmasters in different locations. The remaining five will be given to you by Milo van der Graaff himself in succession as you complete each previous one.

Naval Contracts become available to you after completing the This Old Cove Main Quest. To unlock all of them, you’ll first need to talk to Milo van der Graaff at the docks of Great Inagua to be given the first Naval Contract: A Spanish Plague.

Once you complete A Spanish Plague, you’ll be able to see the location to accept 10 more Naval Contracts all over the map.
You can also go talk to Milo again in Great Inagua to start completing another 3 of his personal Naval Contracts. To unlock The Final Contract, you must complete all other 14 contracts before.
