The Muiquun’s Black Market questline becomes available after you liberate Muiquun from the raiders, which is tracked under the Raiders in Muiquun qeustline under Muiquun Outlaws Faction in the Crimson Desert in your Journal.
To start this questline, eavesdrop to the NPCs at Muiquun and listen to their conversation.
Completing this questline and delivering 3 Wagons, will unlock for you the Saltroad Camp Back Alley Shop where you can find unique items, the Bright Grey Dye among them!
