Location & Unlock Requirements
The Base Came Tailor’s Shop is located in the middle of the Greymane Camp in Howling Hill (later in Pailune after the end of the game).
The tailor’s name is Diederik. He will become accessible after you complete the Fourth Upgrade: Reuniting with Comrades. You will find this questline under Faction Quests → Greymane → Grounds of the Sunrise.
If you don’t see it, continue progressing through main story and the Greymane group of quests to expand the camp.
