Location
The Demeniss Castle Contribution Office is inside the castle’s west wing. The castle is on the south side of the city.
The quickest way to reach this office is from the the small courtyard with the fountain and the statue. go through the door behind the statue.
As you enter inside, turn left and cross the large hall, then head up the stairs to the upper floor. On the upper floor, head straight to the door in front of you.
Requirements to access
The vendor is there from the start of the game. Until you liberate Demeniss, which happens during Chapter VIII of the main story, the entire region will be full of roaming guards, who will attack on sight. This could make it very difficult to interact with vendors.
