The Tavern is located right at the center of the City of Pailune, just before the pier.
Pailune’s friendly NPCs and vendors will not be accessible until you free the city from the Black Bears. This happens during Chapter VII of the main story.
After that, all standard merchants will spawn and you will be able to freely visit their establishments.
