How to Obtain
You can steal a bottle of Dark Spring Green Dye from the large multi-story building on the southwestern end of Varnia. The bottle is sitting on a small table next to the wall across from the entrance.

When you use the bottle from your inventory, you will unlock rows 7 and 8 at the Varnian Dye tab. The Varnia Dyehouse specializes in this dye. Alternatively, you can go to Oliver at the Base Came Dyehouse, who will be able to recreate the shades of this hue perfectly.
