You can purchase the Pure White Dye from the Provisioner’s Shop in Timberton, outside the walls of Marni’s town in eastern Delesyia.

Additional Info
This dye is one of 10 grey dyes in total and they aren’t craftable. A single specific vendor sells each one, either a Provisioner’s Shop or a Back Alley Shop. Some of these vendors don’t appear until you’ve completed specific quests.
Once you use the bottle, Oliver at the Base Came Dyehouse will be able to recreate it, so you can visit him for your… coloring projects.
