Wilmer’s shop is in Timberton, Delesyia. This village is just southwest of Delesyia city. The game calls it “Tinkerton”, but the village’s name on the map is Timberton.
Timberton has lost its power when you first arrive. The shop opens through the Blackwater Oil Merchant Guild’s Flickering Starlight questline.
Wilmer sells Pure White Dye. It only appears in his stock once the rig is running again and you’ve spoken with the chief.
