How to Obtain
You will get a Logging Axe early in the main story as part of a main quest. Alternatively, you can purchase Logging Axes from every Provisioners’ Shop in Pywel, including from Wynstan at the Greymane Camp.

Additional Info
You should get an Upgraded Logging Tool as soon as possible. They will allow you to collect higher grade Timber and will improve the quantity of Timber you collect per tree.
Using something like the Blessing of the Forest Abyss Gear will also increase the quantity of material collected while chopping down trees.
