The Hernandian Parish of Solumen Provisioner’s Shop is Colby’s shop in Senia, a village on top of a cliff in Hernand. Besides the usual tools and supplies, it sells two furniture blueprints and Shadow Grey Dye.
Provisioners keep the people of Pywel supplied with the simple things daily life depends on: tools, lamps, candles, plates, jars, bowls. Reaching 100 Trust with some of the shops’ owners unlock a supply contract you can purchase from them that will allow you to browse this shop’s inventory from Wynstan’s shop at the base camp, and at a discounted price.

The shop is in Senia, the Parish of Solumen’s village on top of a cliff in Hernand. You reach the village by an elevator: turn the crank wheel right to go up and left to go down.
The shop opens once you complete the Hernandian Parish of Solumen Faction quest chain. You have to liberate Senia, which happens in the questline Where Land Meets Sky.
Colby stocks Shadow Grey Dye for 15 Silver, which unlocks the color once you use it from your inventory.
