Location
The Odeck Tribe Provisioner’s Shop is located in northwestern Pailune. You may need to defeat The Forgotten General before this shop becomes available.
Requirements to Access
From the very start of the game, Odeck is free and accessible. The region of Pailune is occupied largely by the Black Bears, but it seems they are not interested in all of the smaller villages and focus their attention on the city of Pailune mostly.
At one point (we are not certain when exactly, probably during or after Chapter VII), the Black Bears will move north and occupy Odeck. To liberate it again, you have to complete the Executioner of Justice questline from the Odeck Tribe faction quests group.
