Th village of Skoghorn is located on the west side of Pailune, right next to First-Finger Lake, where Upper Nas River starts its journey down south. The shop is on the east side of the village.
While Pailune city is occupied by the Black Bears from the very start of the game until you liberate it in Chapter VII, the small villages like Skoghorn and Odeck are free. You can freely interact with Rocco, the Provisioner’s Shop vendor here.
