Location
Tariv is in the far northern end of Demeniss. You will find the Provisioner’s Shop outside, on the west bank of the Denn River.
Requirements to Access
Although the entire region of Demeniss is full of hostile soldiers and guards until you liberate it in Chapter VIII of the main story, Tariv seems unaffected and is quiet and peaceful form the start of the game.
Not all of its shops are available, though. The Provisioner’s Shop is locked behind a side questline called The Light of Tariv. Completing it, will unlock the shop.
Additional Info
Olive sells Cloud Grey Dye, which is one of the dyes you cannot craft yourself. And although he is a provisioner, he also offers a few accessories.
