Location
The Provisioner’s Shop is in a back alley in the center of the fishing village Vellua, located on the south edge of Hernand. It is directly to the south from the Hernand Highlands and west of the Spire of Insight.
Requirements to Accesss
When you first arrive at Vellua, it will be occupied by pirates. You will free it by completing the Beyond the Silent Waves questline from the Vellua Fishermen’s Guild Faction quests group.
This includes defeating Sir Catfish and as a reward for your efforts, you will also receive the Catfish Plate Helm, which has the unique (although slightly useless) ability to extinguish torches nearby.
