Location
You can find the stall by the water at the Silvermoon Tradehouse, the Silvermoon Trade Group’s headquarters at Demeniss Port in southern Demeniss, near the border with Delesyia.
Requirements to Access
The vendor is there from the start of the game and at your services. Until you liberate Demeniss, which happens during Chapter VIII of the main story, the entire region will be full of roaming guards, who will attack on sight. This could make it very difficult to interact with this and most other vendors.
