Demeniss is the political and military heart of Pywel, and its tannery keeps armorers and adventurers supplied with hides for leather refinement.
The Tannery is a shop where you can buy various types of Hide in reasonable quantities and at a decent price. There is usually a Tannery at every major settlement in each of the Regions of Pywel. Not every shop sells all types of Hides, though. They all restock their inventory regularly.

The tannery is just ~60 meters north from the Abyss Nexus, right in the heart of the City of Demeniss. The shop is acoss from the smithy and Equipment vendor.
The vendor is there from the start of the game. Until you liberate Demeniss, which happens during Chapter VIII of the main story, the entire region will be full of roaming guards, who will attack on sight. This could make it very difficult to interact with vendors.
