Location
The Demeniss Tavern is located right in the middle of the city. If you visit it when the region is full of hostile roaming guards, you can enter it through a second-story door at the back of the building to avoid aggroing the nearby guards.
Requirements to Access
The Tavern is there from the start of the game. Until you liberate Demeniss, which happens during Chapter VIII of the main story, the entire region will be full of roaming guards, who will attack on sight. This could make it very difficult to interact with vendors.
