How to Obtain
You can find the Wells Military Tack Blueprint inside Thornbriar Fortress, east of the Steel Mountains in southeastern Hernand.
Inside the fortress, head up to the large circular stone tower. From its roof, go down its spiral stairs to the bottom floor. The blueprint lies on a wooden table on the left side of the room.
