You can find Slynk’s Back Alley Shop at Port Delesyia. This one is literally in a back alley behind one of the wooden houses on the south side of the port. If you reach 100 Trust with Slynk, he will offer you additional equipment.

The Port Delesyia Back Alley Shop is located behind one of the storage buildings at the port and offers disguides, masks, and a few rare items.
Overview
Smugglers have Back Alley Shops all across Pywel. They sell disguises, masks, and keys. A lot of them also offer a rebuy option for unique items if lost or sold by mistake. A number of these merchants will be willing to sell you additional items if you earn their trust.
