Location
The Demeniss Contribution Office is located on the second floor of a building in the northern part of Demeniss city. Straight north from the bell tower.
When you arrive at the small square with the red jokers/clowns, look for a massive wooden door under the colonade on the north side of this building. Take the stairs up to reach Cobrin’s office.
Requirements to access
The vendor is there from the start of the game. Until you liberate Demeniss, which happens during Chapter VIII of the main story, the entire region will be full of roaming guards, who will attack on sight. This could make it very difficult to interact with vendors.
After the end of the story in Chapter XII, everything will be free for you to explore. If before this point the guards at the castle deny you entrance, you can use a disguise as Damiane or sneak in through the back side by parkouring over the walls and avoiding completely the main gates.
