Location
You can find the Teal dye vendor right next to the southern gate in Pailune city. It is not accessible until you complete Chapter VII: Homecoming.
Requirements to access
To unlock Pailune along with all of the stores in it, you have to progress through the main story until this happens in Chapter VII from the main story.
Additional Info
Each dyehouse can only change to different shades of a single color (hue) and has a single alternative material on hand, but Oliver, the Camp Dyer can let you change your stuff to any color, shade, or material that you’ve seen before.
