The Hernand Contribution Office is located inside Hernand Castle, which is just northeast of the Abyss Nexus in Hernand town. The entrance is on the ramp. You can also access it through the upper area of the Castle yard.
Requirements to access
To access the Hernand Castle, you will need to equip the Hernandian Attire. This is part of an early main story quest. Once you gain access, you no longer need to wear this equipment and will be able to freely roam the castle grounds, which includes full access to the Contribution Office.
An alternative option to access this office is to use a back cellar entrance, which requires a key to unlock, but considering you will unlock the entire castle through the story very early on, this may be pointless to even attempt.
