Location
You can find the Pailune Tannery in the northern half of Pailune, just west of the main road going through the entire city, across from the Grocery Shop.
Requirements to Access
The entire city of Pailune is occupied by the Black Bears and for all of its regular shops and vendors to spawn, you will need to complete Chapter VII from the main story, which is when you liberate the city and unlock all of its features.
Tips
If a hide you need is sold out, you can also hunt for it. Thick Hide comes from skinning large animals, and Sturdy Hide comes from large reptiles.
