Location
You can find the Tariv Tailor’s Shop in the sorcerers’ village of Tariv, located north from the capital, City of Demeniss.
Requirements to access
The vendor is there from the start of the game and at your services. Until you liberate Demeniss, which happens during Chapter VIII of the main story, the entire region will be full of roaming guards, who will attack on sight. Tariv, however, is a peaceful village. Reaching it on foot, would be difficult. You could get a Wyvern and fly over Demeniss if you want to speed things up.
