How to Obtain

You can loot the Blackwing Leather Boots from a chest inside a secret room at St. Halssius’s House of Healing in eastern Hernand. Climb up to the top of the steeple in the main building, crouch on the tile inside, and use Force Palm to trigger the trapdoor.
