Where to find the ruins
The Rocky Hill Ocean Ruins are located on the south side of Iliya Island, which is east of the Great Coral Reef and south of the Central Waters in the South Sea.
How to solve the Puzzle
To solve this puzzle, you need to move the circles and ensure that the picture is perfectly aligned. To do this, you have to look for the dial that is on the altar above the puzzle. When you interact with it, you will notice that you can move the circles in different patterns.
First, select the bottom and right circles. Both circles move together, but all you have to focus on is the bottom circle until it aligns with the whale’s fin.
Select the left, top, and right circles. Make sure the right circle lines up with the whale’s body.
Select all four circles, and move them until the left circle, which is the whale’s head, is aligned with the body.
Select the bottom and right circle once again. Both circles should simultaneously align with the whale’s body.
Finally, select the top circle and move it until the mountain peak is upwards. If everything is properly aligned, the top circle will stop shining, and the puzzle will be solved.

The reward for completing this puzzle is an Abyss Cresset. Like others, this location will also be available for Fast Travel after claiming the Abyss Artifact.
