How to Obtain
You get the Kuku Transmission 999K Pack Blueprint as the reward for cleansing the Sanctum of Faith, part of The Witch of Humility questline.
You can only cleanse the Sanctum after you’ve met Lyselia, the Witch of Humility. Liberate it from the Antumbra Order, place both cores, then talk to Lyselia at the Sanctum to receive the blueprint.

Additional Info
The Kuku Transmission 999K Pack lets you summon a merchant anywhere, so you can buy and sell without leaving the area you’re clearing. Equip it, then use it from the radial menu, not the Skill keybind. After each use, it goes on a cooldown.
You can only craft Kuku items at Grimnir’s Kilnden Workshop in Hernand, which opens up during the Mysterious Pot main quest in Chapter IV.
While you’re at the Sanctum of Faith, solve its hidden puzzle too. It rewards the Core of Faith, which you need for the Kuku Breeze-Step Boots.
