This shop is right in the middle of the city about 50 meters to the north of the Abyss Nexus.
This shop is available and accessible from the start. Until you liberate Demeniss, which happens during Chapter VIII of the main story, the entire region will be full of guards and soldiers, who will attack you on sight.
Once Palgar’s Trust reaches 100, he sells you his Provisions Supply Contract. It adds his stock to Kamu’s shop at the Greymane Camp.
