Location
You can find this shop in the middle of Demeniss City. The shop is on the ground floor of a two-story building with the Grocery story right next door.
Requirements to access
The vendor is there from the start of the game. Until you liberate Demeniss, which happens during Chapter VIII of the main story, the entire region will be full of roaming guards, who will attack on sight. This could make it very difficult to interact with vendors.
