The shop is located in Brookfield Marketplace on the eastern side of Demeniss, right next to the Church of East Demeniss.
While the question mark icon for the shop appears from the start, the shop becomes available until you liberate Demeniss, which happens during Chapter VIII of the main story, the entire region will be full of guards and soldiers, who will attack you on sight.
