You can find the Tannery at Forentin Lodge north of Vellua, in southern Hernand.
Requirements to Access
Pirates under Sir Catfish seized Vellua and drove off the area’s residents, including the tanner at the lodge.
The shop only reopens once the village is dealt with, which means working through the Vellua Fishermen’s Guild questline Beyond the Silent Waves.
You can start it by hearing the rumor at the Nas River Fishing Dock or by talking to a villager at the lodge itself.
Additional Info
Besides hides, the shop sells a Fine Fishing Rod and the book Leather Armors of the World, Vol. IV. The book stays locked until your trust with the shopkeeper reaches 100.
