You can steal Plate Armors of the World, Vol. III, off a desk in a cottage at Stronghelm Forge in eastern Demeniss. It will allow you to craft the cloak.

Additional Info
This volume and many other Crafting Manuals have multiple defined locations across Pywel. You can also find a Crafting Manual inside every Wooden Box.
The contents of each Wooden Box are semi-random and seem to be dependent on the region where you found it, like you probably won’t find a Vol. III in a box in Hernand. The loot pool for Wooden Boxes does not contain any of the Vol. IV manuals
