Poroin is not accessible until you complete the quest Trembling Woods.

Each dyehouse can only change to different shades of a single color (hue) and has a single alternative material on hand, but Oliver, the Camp Dyer can let you change your stuff to any color, shade, or material that you’ve seen before.
