Location
You can find the standard Blue dye vendor at Rustleleaf Farm, west of the capital in Demeniss.
Requirements to Access
The Dyer is there from the start of the game and at your services. Until you liberate Demeniss, which happens during Chapter VIII of the main story, the entire region will be full of roaming guards, who will attack on sight. This could make it very difficult to interact with this and most other vendors.
Additional Info
Each dyehouse can only change to different shades of a single color (hue) and has a single alternative material on hand, but Oliver, the Camp Dyer can let you change your stuff to any color, shade, or material that you’ve seen before.
