This shop is run by the Stjar Clan, a Pailune clan with fishing among its traditions, and sells fishing supplies and fish.
A Fishing Shop is where you can buy a Fishing Rod and a selection of fish for cooking. Fishing Shops are found in every region, usually on a dock, pier or shoreline. Each shop carries a different selection of fish, so not every shop sells every species. Buying or catching a new fish, unlocks its Knowledge entry.

You can find this fishing shop at Skallcove, near the spot where Upper Denn River makes a right turn, north from Pailune City (next to the letter E on the map). The shop is on the east side of the river.
The Stjar Clan Faction quests begin at Skallcove and are part of the late Pailune progression. This shop is not available before you start the quest for this faction. And the Faction quests unlock after you complete Chapter VII and liberate the capital of the region.
