The Dark Teal Dye is a consumable that unlocks rows 7 and 8 on the Teal hue panel at the Pailune Dyehouse. Once you unlock it, Oliver at your Base Camp Dyehouse will be able to recreate it.

How to Obtain
You can take the Dark Teal Dye bottle from a shelf inside the triangle house in the northern part of Pailune city. First, you will have to unlock Pailune through the main story.
This house is there and unoccupied even after the Greymanes return to Pauline at the end of the story and settle in this area.
If you want to take the bottle before you have settled there, this will be considered a steal, so you will need a mask.

When you use the bottle from your inventory, you will unlock rows 7 and 8 at the Pailune Dye tab. The Pailune Dyehouse specializes in this dye. Alternatively, you can go to Oliver at the Base Came Dyehouse, who will be able to recreate the shades of this hue perfectly.
