How to Obtain
Your best source is a production mission, but you can also get it from mechs and a vendor.
From Mission Dispatch
For a steady supply, run the Lubricant Production mission from the Greymane Camp Mission Dispatch. It unlocks once you visit Zargan Tankworks in Gorthak, which opens up as you progress through the main story.
Loot from Mechs
The mechs in Delesyia sometimes drop Lubricant alongside Cogwheels, Small Batteries and Electrical Components. The area needs to be hostile or re-blockaded, and the mechs stop appearing once you liberate the region.

Additional Info
Set up the Lubricant Production mission as soon as it unlocks. Mech drops dry up as you liberate Delesyia (unless you keep the re-blockade settings on War), and the mission keeps producing Lubricant in the background.
