You can steal Plate Armors of the World, Vol. II, from Steinnfell Fortress in central Pailune.
You can visit any Blacksmith in Pywel and have them craft whichever recipe you want from said book.

This volume and many other Crafting Manuals have multiple defined locations across Pywel. You can also find a Crafting Manual inside every Wooden Box.
The contents of each Wooden Box are semi-random and seem to be dependent on the region where you found it, like you probably won’t find a Vol. III in a box in Hernand. The loot pool for Wooden Boxes does not contain any of the Vol. IV manuals
