How to Obtain
You get the Lightning Spear Blueprint as a reward for Dewhaven Keep Facility Research, the first project at the Dewhaven Institute. The Institute is located inside Dewhaven Keep in southwestern Delesyia. You may need to complete Chapter VIII: Blood Coronation before you can fund research there.
Additional Info
The Lightning Spear you craft from this blueprint is also the base for the Kuku Lightning Spear, a Blueprint II recipe in the Kuku Spear Special Blueprint. If you plan to make the Kuku version, craft a spare.
Dewhaven Keep Facility Research is the first project in the Dewhaven research tree. Completing it opens the rest, including Electric Tool Design Research, which lets your comrades craft Lightning Spears for you through Mission Dispatch.
