You can loot the Tidebreaker Boots from a treasure chest inside Guardian’s Cave, a waterfall cave along the Benus River north of the Steelspike Armory in Delesyia.

The Tidebreaker Boots greatly improve your swim speed, offer Movement Speed and are one of two pairs of boots that come with cool lights on the bottom.
They are fully upgradeable and come with two Abyss Gear sockets, making them one of the top contenders for BiS footwear, though they are balanced like Cloth armor, so they have some Movement Speed at the cost of Defense.
