The Equipment Shop is located right in the middle of the City of Demeniss and offers crafting materials, armor, weapons, and a contract.
Equipment shops are present in every major settlement and are often bundled with the blacksmith. You can buy ammo, armor, weapons, and some crafting materials from them. If you reach 100 Trust with them, you can purchase a contract that will add their inventory to the Greymane Camp’s Equipment shop, so you can browse everything directly at Tranan, the Quartermaster.

The Demeniss Equipment Shop is located in the middle of the City of Demeniss, only a ~50 meters north from the Abyss Nexus.
The vendor is there from the start of the game. Until you liberate Demeniss, which happens during Chapter VIII of the main story, the entire region will be full of roaming guards, who will attack on sight. This could make it very difficult to interact with vendors.
