This Equipment Shop is located in Pailune and sells crafting materials, armor, and weapons.
Equipment shops are present in every major settlement and are often bundled with the blacksmith. You can buy ammo, armor, weapons, and some crafting materials from them. If you reach 100 Trust with them, you can purchase a contract that will add their inventory to the Greymane Camp’s Equipment shop, so you can browse everything directly at Tranan, the Quartermaster.

This Equipment Shop is located in the middle of the city of Pailune, just on the north side of the Tavern.
Pailune’s friendly NPCs and vendors will not be accessible until you free the city from the Black Bears. This happens during Chapter VII of the main story.
After that, all standard merchants will spawn and you will be able to freely visit their establishments.
