Location
There is no one static guaranteed location where you can find him. That’s the definition of a “traveling peddler” after all. He seems to frequent Pailune and Hernand.
Patrigio’s Trust Reward
Patrigio is a regular human vendor, so he accepts money Pouches and Flowers, though he also likes Packs and Lamp Furniture. Keep a stack of 20 Flowers/Pouches on you just in case you run into him.
When you max out his Trust, he will gift you The Claw fishing rod.
