Like the Red Needle, the Eastern Wanderer’s Shield has no direct association with Balthazaar or the Wyvernflames, but the name and overall appearance are a perfect match.

You can find these lying around anywhere, but you can also craft them after learning the recipe from Shields of the World, Vol. I, which you can find on a bookshelf in the Eastern Court of Demeniss.
